 s on the second Wednesday of each month.  Said meetings shall be held in

 k Group\n\nThe public has the right to attend meetings (with the exception
  of lawful executive sessions) but opportunities for the public to speak a
 re limited to designated public comment periods and public hearings. When 
 public testimony occurs\, the council may set reasonable time restrictions
  to ensure all persons have the opportunity to speak and to keep the meeti
 ng from bogging down with unproductive\, repetitive testimony. No person h
 as the right to disrupt a meeting\, and the chair can order the removal of
  any disruptive individual.
